here is it :
Out of the community shall emerge the 8 Leaders to be over all and the 4 Elites to overview the Leaders. Though they come from the community players feel injustice, disapprove their rule and will challenge them. Leaders and Elites shall fall, new players shall rise and battles will rage through pokemonium.
Or some more peaceful series of battle will happen
There will be a qualification Tournament for the first set of Leaders. Anyone can join this tournament, the layout will be discussed later, most likely round-robin to make it fair. More details later.
-The first 8 players on the Tournament will form the first set of Leaders.
-Leaders will be available for Challenge any time when they are online.
-Inactive Leaders will be removed.
-Each Leader will have to choose 8 pokemons, the first set of Leaders will have to agree on their choice of pokemons together to fulfill certain criterias: max of 3 of the same pokemon among all the Leaders (TBD)
-Their pokemons will be posted in a thread allocated for this purpose.
-At the end of each week (2 weeks?) Leaders can change their list of pokemons.
-Exceptional Leaders or Players will have the chance to become one of the Elite.
-Elites have to choose 10 pokemons. They have to be 10 different ones, but they are not limited by the choice of other Elites.
-Elites can be specially challenged by players directly.
-At the beginning of each week Elites have to fight a round-robin style tourney. The weakest of the Elite on this tourney might get replaced during the week. (read further)
-Any player can challenge the leaders, but they have to state it clearly that they want a Challenge.*
-Leaders can be challenged once a day per player.*
-Leaders can't deny a challenge (they can heal and get ready ofc).*
-Leaders will also be responsible for keeping record of all the challenges they had (there should be a thread for it)
-Challenges will consist of a best-of-3 matches, participants will be allowed to change their teams between battles. Leaders can only use pokemons from their prescribed list.
-Leaders have to post the result of each battle in a corresponding thread (most likely 1 post per Leader in the thread and just editing each time)
Becoming a Leader
-Any player, who beats all 8 Leaders during a week will become a Leader himself.
-A special thread will be allocated for this purpose, where players can post that they have beaten all 8 Leaders.
-The Leader with the worst record will be removed from being a Leader and the player will take their place. Then he'll have to choose 8 pokemons and post it in the corresponding thread. After that he can be challenged as well.
Becoming an Elite
-At the end of each weak the Leader with the best record will swap places with the weakest Elite member.
-If a Leader reaches 30-40-50 (TBD) wins during a certain week he will replace the weakest Elite member.
-After a player has defeated 8 different Leaders in the corresponding thread he'll have to state whether he wants to become a Leader OR whether he wants to Challenge the Elite. If the player defeats all of (3/4?) the Elite members, he replaces the weakest Elite member.
Finding your opponent
-Leaders will be asked to give their timezones and a rough approximate on availability
-Challengers will have to go and find the Leaders if they want to challenge them.
-Matches with Elites should be arranged via PM.
-The first two weeks 2 Leaders will advance based on their records to become Elite members.
-Any inactive Elite or Leader will be removed.
-Cheating of any sort and breaking the rules will be punished, this will apply to any special additional rules.
-Challenges can be declined by Leader if they have to leave or have other valid reasons for not completing the challenge.
